The imposing building, begun in 1673 at the behest of Camillo dei Conti Piazza, Bishop of Dragonia. However, the work was never completed. The palace was the dowry of the Countess Giulia Piazza when she married Giacomo Paulucci. In 1890 the town council bought the palace to use it as a public school. In 1932 it was decided to transform the building into a courthouse, following a project by the Forlì architect L. Emilio Rosetti. With the increasing number of new courthouses during the thirties, the Head of State, Benito Mussolini, wished his city to have a new courthouse, and the restoration of Paulucci Palace was stopped and used as a government headquarters. The Hall of Honour, on the other hand, was frescoed on two walls by the Forlì painter Francesco Olivucci with figurative themes praising the Duce and the Emperor-King. The sculptors B. Boifava and A. Casalini and the painter and decorator C. Camporesi also worked there. Bazzani also redesigned and reinvented the back garden, which was inspired by the gardens of 16th-century Roman villas.

The palace is located in the center, about 200 meters from Piazza A. Saffi, and can be reached on foot along Via delle Torri. Parking is in Piazza Ordelaffi, Piazza Duomo and Piazza Cavour.
