Each of the two buildings consists of 24 dwellings designed according to rational distribution schemes and equipped with modern amenities. The “Istituto Nazionale per le Case degli Impiegati dello Stato” (National Institute for State Employees’ Housing) was established in 1924 with the aim of providing these employees with housing on favourable terms in the cities where the housing crisis was most acute. The I.N.C.I.S. buildings had to meet the requirements of social and affordable housing and be constructed in an intensive system, so as to ensure the greatest economy of expenditure by obtaining the maximum number of dwellings in the space available. The architectural solution therefore appears to be a compromise between the small villa and the intensive building, following models previously experimented by the Istituto Case Popolari in Rome. Each of the two buildings consists of 24 dwellings, designed by engineer Paolo Angella and equipped with modern services such as radiators for heating, running water, gas, electric light and telephone, as well as bathrooms, and of different types: 6 of two rooms, 12 of three rooms, 6 of four rooms. On the ground floor there are rooms for essential shops in the corner blocks.
