The building included, in addition to the institute’s management offices, shops overlooking the portico and some twenty flats with access from Via Bruni and Via Baratti, in accordance with the criteria of land use and profitability required by the central administration.
The construction is in complete harmony with the architecture propagated in those years by Piacentini. Valle, in fact, was not concerned with the city environment, but gave the portico the bare and severe characteristics of Roman aqueducts. Travertine was chosen to clad the basement area, in sharp contrast to the dark red brick facing.
The composition of the façade, played on regularity and rigid symmetry, traces the classic, if simplified, scheme of the urban palace, while on the lateral bodies one can clearly read the destination of each floor. The whole is crowned by a penthouse floor, limited to the central part of the building, to highlight the two closing bodies on the sides.
