The two buildings were designed by the engineer Ezio Bianchi, seeking a perspective image still based on a 19th century conception. Painted cement plaster, treated as imitation stone, runs all over the base of the building, which includes the mezzanine floor, on the corner pilasters and on the frames of the entrances to emphasise the slight advancement.
The impositions of the municipal building commission, in order to achieve greater decorum, were also respected in the increase in height and projection of the cornice and in the frieze treatment of the band immediately below the cornice itself, which includes the insertion of the windows on the top floor and the enrichment of the frames of the windows on the first and second floors.
